How Brazil's minimum freight rate works

The calculation Lei 13.703/2018 prescribes, line by line, with an example from São Paulo to Curitiba.

Since Lei 13.703/2018, full-truckload road freight in Brazil has a minimum rate — the piso mínimo — that no contract may go below. ANTT, the federal land transport agency, sets the coefficients, and the calculation itself fits on one line.

The calculation

floor = distance × CCD + CC
  • CCD is the displacement cost coefficient, in reais per kilometre.
  • CC is the loading and unloading cost coefficient, in reais, charged once per trip.

Both depend on the cargo type — dry bulk, refrigerated, dangerous, containerised and the eight others the resolution lists — and on the number of loaded axles of the combination.

Which table applies

ANTT publishes four tables. Which one applies follows from two facts of the contract:

Table When it applies
A The whole vehicle is hired
B Only the tractor unit is hired
C The whole vehicle, in a high-performance operation
D Only the tractor, in a high-performance operation

An example

Dry bulk, 7 axles, whole vehicle (Table A), from São Paulo to Curitiba — 408 km. Under Resolução ANTT nº 6.084/2026:

Line Calculation Amount
Displacement 408 km × R$8.0516 R$3,285.05
Loading and unloading CC R$820.34
Minimum rate R$4,105.39

What is left out

Tolls are not part of the floor: they are added on top and paid as vale-pedágio. That is why a CargoIA quote lists every plaza on the route on a line of its own, with the tariff from ANTT's register, and says how many plazas it could not price instead of treating them as free.

When diesel moves more than 5%, ANTT publishes new coefficients. CargoIA replaces the table as soon as the resolution is out, and every quote cites the resolution it used.
